The Director of Broadband Infrastructure Programs is a leadership position that will be responsible for developing and managing broadband infrastructure programs funded through the American Rescue Plan Act (ARPA) and the Infrastructure Investment and Jobs Act (IIJA). The Director of Broadband Infrastructure Grants will report to the MBI Director and will have day-to-day responsibility for deploying more than $275 million in federal broadband funding, including the developing and managing grant programs to expand broadband connectivity. This position will work closely with other members of the MBI team and the MassTech Legal, Finance and Communications teams. In the near-term, this position will focus on launching broadband programs funded through the ARPA Capital Projects Fund and developing a Five-Year Action Plan and initial and final proposals for IIJA’s Broadband Equity, Access and Deployment Program.

RESPONSIBILITIES:
Under the supervision of the MBI Director and General Counsel, the Director of Broadband Infrastructure Programs will perform the following:
- Program development and management, including broadband infrastructure grant programs and programs to improve quality of broadband service for low income households.
- Project planning, including understanding interdependencies between complex tasks, estimating realistic work and elapsed durations, anticipating workloads and optimizing the sequencing of work.
- Engage with broadband ecosystem stakeholders across the Commonwealth, including internet service providers.
- Work with Massachusetts state government officials in the executive and legislative branches, as necessary to implement the priorities of MBI and the Administration.
- Strong proactive communication on program status and challenges.
- Represent MBI at government, industry and stakeholder meetings and conferences.
- Maintain a continuous, high-level understanding of evolving broadband federal funding, technology and policy trends and ecosystem dynamics.
- Support and participate in meetings of the statewide Broadband and Digital Equity Working Group that has been established by MBI and meets on a periodic basis.
- Direct and manage MBI staff members that are assigned to directly support MBI’s evolving portfolio of broadband infrastructure programs.
- Assess new state or federal broadband funding opportunities that may arise from time to time for suitability for MBI involvement.
- Support MBI’s annual budgeting and planning processes.
- Ensure timely and accurate compliance with applicable federal reporting requirements.
Requirements
Education
- Bachelor’s degree from an accredited college or university. Master’s degree preferred.
Experience
- 7 or more years of executive leadership experience involving business, technology or public administration.
- Experience managing complex grant programs is preferred.
- Technical knowledge of broadband industry and technologies is preferred.

- Demonstrated ability to build and maintain strong relationships with a diverse range of stakeholders
- Analytical skills, including understanding complex data and synthesizing the results into understandable and concise summaries for review with senior management
- Interpersonal, communication, and presentation skills for communicating with both senior management and key partners and stakeholders
- Project management skills: balancing multiple priorities and projects, meeting deadlines, and delivering results.
- Ability to self-direct and effective time management
- Ability to think independently and strategically and make tactical decisions without direct support
- Effective staff management: providing guidance, feedback, and support
- Subject matter expertise and familiarity with broadband and telecommunications technologies, including fiber optics, satellite and fixed wireless is preferred.
