Under regular supervision, performs difficult professional and administrative work upon assignment from Department Director, Assistant Director, and the Assistant City Manager/Public Works; does related work as apparent or assigned.

Examples of Duties

  • Plans, coordinates, and oversees the implementation of special projects at the direction of the assistant city manager, department head, and assistant director;
  • Researches and compiles information for reports requested by City Council, the City Manager's Office or Directors;
  • Performs divisional strategic planning and programmatic evaluations;
  • Directs, coordinates, and ensures compliance with regulatory reports and programs to State, while simultaneously performing program evaluation and gap analysis.
  • Analyzes performance measure data with applicable quality assurance and quality control parameters, thus creating and recommending staff work plans;
  • Performs organizational effectiveness duties; benchmarking studies of Phase I stormwater communities, validates received data and measures for commonality, and creates performance measures, including target values with corresponding data ranges.

Typical Qualifications

Education and Experience: Any combination of education and experience equivalent to a bachelor's degree with major work in public administration, business administration or related field of assignment and responsible administrative experience in public works activities.

Knowledge, Skills and Abilities: Comprehensive knowledge of the principles and practices of municipal government; comprehensive knowledge of municipal public works administration, planning and budgetary control; knowledge of post-construction stormwater management systems, including their design and review for permitting; ability to draft and send notices that enforce and ensure compliance; ability to direct and evaluate studies relating to methods to improve operations and efficiency; ability to plan and supervise the work of professional, technical and field employees engaged in departmental activities; ability to prepare and justify annual budget estimates and periodic reports of expenditures; ability to establish and maintain effective relations with other officials, employees and the public.
