Posting Summary
Rutgers, The State University of New Jersey is seeking a Human Resources Administrator for the HR Consulting Team. They will report to the Director of HR Business Partner Services and working under the guidance of the Associate Director and Senior HR Consultants on the HR Consulting Team, the Human Resources Administrator position provides administrative support and services to UHR Business Partner Services. UHR Business Partner Services provides the university community with human resources support and guidance; primarily in compensation, classification, and hiring; may also provide advice and guidance on policy interpretation in accordance with applicable university, state, and federal regulations, processes, policies, procedures and collective bargaining agreements. Identifies innovative and effective approaches to assist departments and units in establishing and meeting their administrative goals, mission and vision.

- In addition to providing the department and team with administrative support, the HR Administrator will be responsible for handling and responding to inquiries.
- Manages communications.
- Acts as the first point of contact for all incoming HR inquiries.
- Manages and assigns incoming request.
- Drafts internal and external communications.
- Maintains and updates HR data and files, Managing the department’s general email inbox and calendar, Submission of HR personnel transactions into HR systems/databases, Maintaining employee personnel files
- Creates and manages tracking sheets.
- Updating team personnel information in HR systems
- Assists with reporting HR metrics.
- This position will also provide assistance with administering the temporary workforce policy and contract provisions.
- Provides support with the review, classification, and implementation of temporary workforce requests from university departments in accordance with applicable policies and procedures
- Aids in administering the COLT/888 Layoff process.
- As part of the Consulting Team, the incumbent in this position, implements processes and procedures to advance the goals and objectives of University Human Resources and the University, in line with the current policies.
- Consults and collaborates with The Office of University Labor Relations ensures compliance with contract provisions of staff unions.
- Participates in and provides research and administrative support for special projects and performs other duties as required.

Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.
The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through August 31, 2023. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Flexible work arrangements are not permanent, are subject to change or cancellation and contingent on the employee receiving approval in the FlexWork@RU Application System. Qualifications
Minimum Education and Experience
- Requires a bachelor’s degree in a related field, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of office administration, organization, coordination, and/or report writing.
Certifications/Licenses
Preferred Qualifications
- Degree in Human Resource Management preferred.
- 2 or more years of general administrative assistant experience, including 1 years of HR administration experience is preferred.
- PHR, SPHR, or other Human Resource Management certification or an advanced degree/certification in HR preferred.
Required Knowledge, Skills, and Abilities
- Experience of working in an administrative support role, providing high quality and timely work.
- Must have the ability to pay attention to details and work in a dynamic, highly sensitive environment; and have excellent analytical, organizational, interpersonal, written and verbal communication skills.
- Demonstrated track record in delivering exceptional customer service and/or client service.
- Ability to understand and navigate complex policies, contracts, and legal mandates.
- Ability to work well in a team environment and foster a positive, productive, and progressive work environment.
- The ability to keep sensitive information confidential and have good ethical judgment.
- Requires good communication skills and computer literacy.

- Microsoft Office products, Applicant Tracking Systems, HCM, ServiceNow and HRIS systems.
- Demonstrated proficiency in Microsoft Office products and HRIS systems also required.

Under Policy 60.1.35 Immunization Policy for Rutgers Employees and Prospective Employees, Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster upon eligibility and upload proof of same. Under Policy 100.3.1 Immunization Policy for Covered Individuals, if employment will commence during Flu Season, Rutgers University may require certain prospective employees to provide proof that they are vaccinated against Seasonal Influenza for the current Flu Season, unless the University has granted the individual a medical or religious exemption. Additional infection control and safety policies may apply. Prospective employees should speak with their hiring manager to determine which policies apply to the role or position for which they are applying. Failure to provide proof of vaccination for any required vaccines or obtain a medical or religious exemption from the University will result in rescission of a candidate’s offer of employment or disciplinary action up to and including termination.
