Reviews land use applications, subdivisions, special use permits, map amendments and permits, relevant to how they affect the road, drainage and storm water systems and make appropriate recommendations for denial or approval with conditions. Acquires right-of-way and easements necessary for the completion of various capital construction projects.

• Reviews land use applications, subdivisions, special use permits, map amendments and permits, relative to how they affect the road, drainage and storm water systems.
• Calculates, collects and tracks funds for public improvements and the road drainage fees that are assessed.
• Writes, prepares, administers and monitors grants.
• Prepares written review documents and reports including recommendation for denial or approval of land use applications with conditions.
• Acquires right-of-way for capital construction projects including preparation of legal descriptions consistent with project needs, acquiring appraisals, negotiating terms with private owners.
• Develops, updates and amends computer databases for road maintenance, road right-of-way, bridges and land use information.
• Issues excavation permits to private contractors and utilities for work within public rights-of-way.
• Reviews storm water management plans and issue storm water permits.
• Inspects construction for compliance with land use conditions, excavation permit requirements and storm water permit requirements.
• Responds to public inquires and complaints.
• Represents the department at various public meetings and hearings.
• Testifies in court proceedings and formal hearings as necessary.
• Financial responsibility and accountability for cash handling, bookkeeping and accounting and estimating and recommending developer contributions to public improvements, monitoring financial security such as letter of credit, bond, escrow and securing completion of those improvement and approving release of funds.
• Performs other duties as appropriate or necessary for performance of the job.

EDUCATION:

• Bachelor’s Degree from an accredited four-year college or university in Civil Engineering required.

• Minimum of five years progressively responsible experience in Engineering required.

LICENSES & CERTIFICATIONS:

• Valid driver’s license at the time of application and a valid Colorado driver’s license at time of hire required.
• Engineering Intern Certificate preferred.
